In line with the Sustainable Development Goals (SDGs) and the UNICEF Strategic Plan, UNICEF ESARO has prioritized Early Learning and aims to support ESA countries to scale up access to quality early learning services for girls and boys aged 3 to 6 years, especially the most vulnerable. Significant progress has been achieved since 2014 to raise the profile of Early Learning. Using knowledge from other regional initiatives and rigorous empirical evidence, ESARO has been able to demonstrate technical leadership in the area of ECD and Early Learning and has leveraged strategic partners such as UNESCO (SDG 4), Association for the Development of Education in Africa (ADEA), African Early Childhood Network (AfECN), Hilton Foundation among others. Since 2014, when only two countries in the region had early learning enrolments over 50%, by 2017, four (4) countries - Angola, Kenya, South Africa and Tanzania - have attained the 50% target and increasingly ESARO is called upon to provide technical support to COs and Ministries of Education to expand access to Early Learning.
